How do I remove document restrictions from PDFs?

When filing forms, you cannot attach or upload any PDF with document restrictions. If you added the restrictions when saving a document as a PDF, you will need to alter the permissions using the software you used to create the PDF. 

If your scanner is adding restrictions to any document you scan, you will need to check the scanner settings and remove restrictions on editing, printing or copying any content within the document. You may be able to remove restrictions placed by scanners under ‘change permissions’, ‘password protection’, or ‘owner passwords’.
